SUMMARY:  At the February 7, 2006 meeting the Technical Advisory Committee (TAC) initially reviewed and discussed a draft conceptual ordinance (now numbered 124), the purpose of which is to comprehensively amend, clarify and update District rules related to water permits and credits.  At that meeting, District staff provided a section-by-section overview of the proposed ordinance and several minor changes were suggested by TAC members.  The discussion was continued to the March meeting to allow members an opportunity to more fully consider the draft concept ordinance, suggest any other text changes, and potentially make a recommendation to the Board.

 

Attached as Exhibit 2-A is the most current version of the draft conceptual ordinance.  Changes since the February TAC meeting are shown in gray highlights.  A copy of the February TAC packet staff report highlighting major changes in process and policy is attached as Exhibit 2-B.

 

RECOMMENDATION:  The TAC should continue its review of the draft concept ordinance, provide feedback to staff on any further suggested changes, and make a recommendation to the Board if its review is completed at this meeting.
