Mr. Hampson is in charge of professional staff and consultants engaged in management of the Carmel River, development and review of water supply projects, and regulation of water distribution systems. Mr. Hampson also facilitates the implementation of the Integrated Regional Water Management Plan for the Monterey Peninsula planning region. The Planning and Engineering Division is responsible for monitoring and inspection of the Carmel River to identify erosion hazards; planning, design, and management of river restoration and riparian habitat projects along the Carmel River; providing technical assistance to property owners for river stabilization and maintenance along the Carmel River; enforcement of riparian ordinances; preparation and/or review of environmental (CEQA/NEPA) reports on proposed facilities affecting the Carmel River. Water supply activities include investigations and preparation of proposals for surface storage, desalination, water recycling, and new wells. The District Engineer represents MPWMD at California Public Utilities Commission and State Water Resources Control Board hearings, provides testimony, and assists in negotiations with regulatory agencies. Mr. Hampson is a Registered Civil Engineer in California and Professional Engineer in Colorado and obtained a B.S. in Engineering Science from Colorado State University and an MBA from the University of Colorado.
