  1. Costs for alternative options do not include environmental mitigations (which could be costly for desalination and dredging), and O&M costs associated with Cal-Am system improvements.
  2. Desalination projects assume a plant located at the Marina site. Estimated capital costs at the Moss Landing site range from 35% to 37% higher. Estimated O&M costs are similar for the two sites.
  3. Estimated costs were projected to the anticipated time they would be expended. Capital costs at 1998 price levels were escalated at 3% per year to year 2004, the assumed midpoint of project construction. O&M costs were escalated at 3% per year to year 2006, the assumed first year of operation. Projected actual project costs for the proposed Carmel River Dam and Reservoir.
