SUMMARY:  The Final Report of the 2005 Monterey County Civil Grand Jury was released to the public on January 3, 2006.   The report includes a chapter titled “Ordinance No. 98 – Bathroom Fixture Ordinance” (Exhibit 4-A).  The report was generally favorable towards the implementation of Ordinance No. 98, which allows the addition of a second bathroom in a residence without debiting the jurisdiction’s water allocation.  The report includes three recommendations on how the District’s water permit rules could be revised.  The District is required to provide a written response to the Grand Jury’s findings and recommendations on or before April 3, 2006.  Attached as Exhibit 4-B are the guidelines for responding to the Grand Jury report.

 

RECOMMENDATION:  Review the recommendations and findings prepared by the Grand Jury (Exhibit 4-A) and discuss how the District should respond.  Also decide if the Water Demand Committee should recommend to the Board that it consider implementation of the Grand Jury’s recommendations.
