SUMMARY:  District staff is proposing amendments to District Rule 24, Table 1: Residential Fixture Unit Count Values and District Rule 25.5, Table 4:  Ultra-Low Consumption Appliance Credits to reflect the fixture unit value for High Efficiency Toilets (HETs).  HETs flush at least 20 percent less than a 1.6 gallon-per-flush (gpf) Ultra Low Flush (ULF) toilet, having a maximum average flush of 1.28 gallons.  HETs are either dual-flush toilets or 1.0 gpf toilets and have been proven to perform equally or better than ULF toilets.  District Rule 141, Water Conservation Rebates, High Efficiency Toilets is a qualifying device.  The addition of a fixture unit value for HETs is consistent with the District’s efforts to support water conservation through “hard” retrofits.  Staff is proposing to replace the fixture unit value of dual-flush toilets and 1.0 gpf toilets with HETs on Table 1: Residential Fixture Unit Count Values and Table 4: Ultra-Low Consumption Appliance Credits.

 

Staff has assigned a fixture unit value of 1.3 for HETs:  This value is 25% less than the ULF fixture unit value of 1.7 and reflects the water savings of installing a HET over a ULF toilet.  Resolution 2008-02 (Exhibit 2-A) amends Table 1: Residential Fixture Unit Count Values, and Resolution 2008-03 (Exhibit 2-B) amends Table 4: Ultra-Low Consumption Appliance Credits.  Staff supports these amendments to ensure consistency in the application of the District’s Rules and Regulations.  These changes may be made by Board resolution pursuant to District Rule 24-A.1.b Residential Calculation of Water Use Capacity and District Rule 25.5.4.b. Water Use Credits and On-Site Water Credits.   

 

RECOMMENDATION:  District staff recommends that the Rules and Regulations Committee recommend approval of Resolution 2008-02, A Resolution of the Board of Directors of the Monterey Peninsula Water Management District Amending, Table 1: Residential Fixture Unit Count Values and Resolution 2008-03, A Resolution of the Board of Directors of the Monterey Peninsula Water Management District Amending, Table 4: Ultra-Low Consumption Appliance Credits.  These changes will replace the unit value of 1.3 of dual-flush toilets and 1.0 gpf toilets with a fixture unit value of 1.3 for HETs.  This item will be approved if adopted along with the Consent Calendar at the February 28, 2008 Board meeting.
