SUMMARY:  The cost to print and distribute the 2005 Annual Report is estimated to be approximately $13,500.  This amount includes the cost to mail the report to all District constituents as well as local libraries and government entities.  The Fiscal Year 2005-06 budget contains $13,200 for production of the Annual Report, however, all but $200 of those funds were expended for 2004 report which was not printed and distributed until after the end of the 2004-05 fiscal year.  The mid-year budget adjustment includes 13,300 as it is anticipated that the 2005 report will be printed and mailed before the end of this fiscal year.  This adjustment has no effect on reserves as the money budgeted, but not spent, in 2004-05 was carried over to fiscal year 2005-06.

 

RECOMMENDATION:  Authorize production and distribution of the 2005 Annual Report for an amount not-to-exceed $13,500.  The Administrative Committee discussed this item on February 15, 2005 and voted 3 to 0 to recommend approval.

 

BACKGROUND:  The District’s enabling legislation requires that the District prepare an annual written report of the activities of the District in the protection and augmentation of water supplies of the District.  The legislation further requires that a public hearing be held in March of each year regarding the contents of the report before it is finalized.  Prior to 2004, the District utilized consultants to edit, design and publish a report approximately 15 pages long.  That report had a minimal distribution of about 100 copies that were sent to local libraries and public entities.  For the 2004 annual report, it was determined that it would be more cost effective to prepare a condensed four page report in house and use the funds previously spent on consultants to mail the report to all District’s constituents in addition to the entities that previously received the report.  The report was also posted on the District’s website.  The cost to print and mail the 2004 report was approximately $13,000.
