 “General Information on Wells within MPWMD Boundary”

 

All new wells approved for construction by the Monterey County Health Department that are located within the Monterey Peninsula Water Management District (MPWMD) boundary are considered Water Distribution Systems (WDS), and must be reviewed by MPWMD.  Every new well must obtain either a WDS permit or a written exemption from the MPWMD.  Also, all wells must be properly registered and metered as confirmed by District staff.  Annual production must be reported to MPWMD. 

 

A MPWMD Water Well Registration form is provided to the applicant by the County when an application to construct a well within the MPWMD is submitted.  This form must be submitted back to the County before the permit is issued. 

 

A well must be properly metered and inspected by MPWMD staff no later than 90 days from the date the well is completed.   The MPWMD Water Meter Installation Standards and Guidelines, the Requirements for New Wells Within the MPWMD and Construction Specifications for Wells within MPWMD are attached to well permits issued by the County for wells within the MPWMD and are available on this website. 

 

The MPWMD Water Distribution System permit process starts when the applicant files a Pre-Application for a Water Distribution System Permit form (plus an initial fee of $490) with the MPWMD.  The form is available from either the County Health Department or MPWMD offices, and should be attached to the County Well Construction permit as a Condition of Approval.   

 

Information provided in the Pre-Application form is used to determine whether the well is Exempt or should be processed as a Level 1, 2, 3, or 4 Permit.  The intent is for the permit process and cost to be proportionate to the potential impact to water resources.   MPWMD uses criteria such as location, size and number of parcels, potential water use, proximity to sensitive environmental areas, or proximity to existing wells to determine the Permit Level. 

 

o       Level 1 permits are processed by staff administratively and are less expensive ($490 plus $70 per hour for more than seven hours and/or indirect costs).  Level 2 permits are $2,100 plus $70 per hour for over 30 staff hours and/or direct costs.  Levels 3 and 4 entail a noticed public hearing, and are more expensive ($2,800 or more if more than 40 hours of staff time are required).  For all levels, MPWMD staff must prepare findings and conditions of approval based on written documentation, and consistent with existing MPWMD Rules and Regulations.  In addition, WDS permit process involves well capacity testing to ensure the reliability of the well and to assess its potential impact on other wells and sensitive environmental receptors.  The Procedures for Preparation of Well Source and Pumping Impact Assessments  must be followed and a report prepared by a qualified groundwater consultant.
