Call to Order

The meeting was called to order at 9:03 am in the conference room of the Monterey Peninsula Water Management District office.

Action Items

1.         Receive Minutes of February 22, 2012 Committee Meeting

Byrne made a motion to adopt the minutes with an amendment to Item 3, number 7, by deleting the words “for installation of water efficient toilets” and replacing that phrase with the words “all water efficient appliances.”   Lewis seconded the motion and it was approved unanimously on a vote of 3 – 0.

 

2.         Consider Development of a Recommendation to the Board re First Reading of an Ordinance re High Efficiency Toilets, Water Credits and Rainwater Harvesting

Pintar  reviewed the ordinance and responded to questions from the committee.  The committee discussed the ordinance and requested the following.  (1)  Remove the requirement for installation of timers in residential and commercial showers that contain multiple showerheads.  (2) Staff should review the definition of “Shower, Each Additional Fixture” and determine if the language “that operate on a separate valve” should remain or be replaced with alternate text.  (3) Consensus that water credit for the ultra- high efficiency toilet should be 0.8 and the full Board should decide if water credit will be given for retrofit to a 1.3 gallon toilet.  (4)  Table 4, High Efficiency Appliance Credits, under the description of Instant-Access Hot Water System, should be amended to change the words “or other device” to “or other devices.”  (5) Amendment of Rule 90, Variance, should refer only to water permits, and an application for variance should only be accepted at the time the permit is requested.   (6) Amendment of Rule 141, Water Conservation Rebates should be amended as follows, “The Rebate for Cistern water tanks installed on Sites supplied with water from the Monterey Peninsula Water Resource System shall be $50 per 100 gallons per Qualifying Property for the first 500 gallons, and $25 per 100 gallons for water storage capacity between 500 and 25,000 gallons.”  (7)  Staff was requested to review the requirement to provide the cistern rebates to areas within the Monterey Peninsula Water Resources System and decide if that meets the goals of the rebate program, considering that funding is derived from the Cal-Am main system.  (8) Staff was requested to review the requirement that Private Lavatory Sinks emit a maximum of 2.2 gallons of water per minute at 60 psi.   (9) Amendment of Rule 172 – Landscape Water Audits, staff will check the government code to determine if the District’s  definition of open space refers to government agencies.  If it does not, the amended rule should specify “public” open space.  (10) Rule 172-E, Landscape Irrigation Restrictions, shall not limit the days on which a landscape can be irrigated if the water source is a cistern.
