Call to Order
The meeting was called to order at 4:00 pm in the conference room of the Monterey Peninsula Water Management District office.

Action Items
1. Receive Minutes of February 4, 2011 Committee Meeting
On a motion by Director Brower and second by Director Markey, the minutes were received unanimously on a vote of 3 - 0.
2. Consider
Recommendation to the Board Regarding First Reading of Ordinance No. 148 – An
Ordinance Amending Rule 141, Water Conservation Rebates, to Clarify the Process
for Lawn Removal and Replacement Rebates
The committee members agreed to recommend adoption of a resolution that would suspend receipt of applications for the lawn rebate program. In addition staff should determine if unfunded lawn rebates from 2011 could be paid from conservation funds expected to be authorized by the CPUC for 2012. If that were possible, the Board might decide to continue receipt of lawn rebate program applications.
3. Consider
Recommendation to the Board Regarding Ordinance No. 146 – An Ordinance Tolling
the Expiration Date of Affected Water Use Credits for the Duration of Any
Moratorium Precluding their Use
There was consensus among committee members that this ordinance should not be presented to the Board for consideration at the March 21, 2011 meeting. It would be preferable to conduct further discussions on the ordinance after the California Public Utilities Commission issues a final decision on California American Water’s Application No. 10-05-020 requesting authority to implement a moratorium in the Monterey District. It was suggested that staff should prepare a list of properties that would be eligible for the tolling. It was also suggested that real estate industry representatives and other interested parties should be contacted to review the proposed ordinance.
The following comments were received during the public comment period on this item. (1) Mike Zimmerman, representing the Cannery Row Company and the Monterey County Hospitality Association, characterized the tolling concept as fair and equitable during a moratorium. Upon termination of a moratorium, tolling should end and water credits should be restored for use by property owners. The water credits could be issued on a first-come, first-served basis that is controlled by the jurisdictions. (2) John Narigi, representing the Monterey Plaza Hotel and the Monterey County Hospitality Association, expressed disagreement with language in the ordinance that disallowed use of water credits until a new water source is developed. He also stated that the hospitality industry has reduced water use by 50 percent since the late 1980’s.
4. Consider
Authorization of Funding for Retrofits at San Carlos School
No discussion. Deferred to an unspecified future meeting date.
