SUMMARY:  At its September 22, 2008 meeting, the Board agreed to prioritize the exploration of available alternative water sources, and directed staff to develop a plan of action for moving ahead on this priority.  The item was scheduled for action by the Board at the November 17, 2008 meeting, but the item was continued to the January 2009 Board meeting.  The November staff report indicated that due to conflicting work requirements, a plan had not been prepared.  Also in that report, staff proposed that the Board assign development of a plan of action for alternative water supplies to the Water Demand Committee. 

 

RECOMMENDATION:  While the committee has not been tasked with this topic, staff has been directed to prepare a plan for pursuing reuse as a priority project.  To help facilitate staff’s recommendation to the Board at the January Board meeting, the committee is being asked to discuss possible next steps, including intermediate goals that could be proposed and that would lead to achieving broader regulatory changes.  The committee could also discuss potential make up of an ad hoc committee to pursue this topic as an alternate to the Water Demand Committee.  Feedback from the Water Demand Committee will be used to formulate the action plan that will be presented to the Board.

 

DISCUSSION:  Following the September meeting, staff hosted a webcast on New Developments in Greywater Irrigation and Funding.  Staff also met with County Environmental Health staff on another matter, and was able to discuss the County’s policies related to greywater use at the conclusion of the meeting.  In addition, as part of the presentation for the proposed Monterey Bay Shores Ecoresort in Sand City, at the November 17, 2008 Board meeting, the project proponent provided additional information regarding rainwater, greywater, and stormwater reuse.  The applicant was asked to provide documentation regarding Monterey County Health Department’s approval of this reuse for the proposed ecoresort.  Finally, the District’s Technical Advisory Committee has been tasked with providing their jurisdiction’s regulations and policies related to cisterns and greywater by December 12.
