The meeting was called to order at 9:00 AM in the District Conference room.

Comments from the Public

Hardgrave announced that the Coastal Water Project EIR was released by the Public Utilities Commission (PUC).  She asked why the Estimated Long Term Water Needs by Jurisdiction table included in the EIR was not revised to incorporate comments submitted by the City of Pacific Grove.  She stated that if the table was not revised due to information the District submitted to the PUC, she would like an explanation from District staff.

 

Action Items

1.         Receive Minutes of August 4, 2009 Technical Advisory Committee Meetings

            On a motion by Bodensteiner and second of Conroy, the minutes were received unanimously on a vote of 6- 0. 

 

Discussion Items

2.         Status Report on State Water Resources Control Board October 20, 2009 Cease and Desist Order WR 2009-0060

            District Counsel and General Manager Fuerst briefed the committee on the order; implications of the order related to water permits for new construction and remodels; and requirements for imposition of Phases 3 through 5 of the Standby Water Conservation and Rationing Plan.   Chair Hardgrave requested that a joint meeting of the Policy and Technical Advisory committees be scheduled to discuss these issues.

 

3.         State Water Efficient Landscape Model Ordinance Adoption and Implementation (SB 1881) and December 1, 2009 Training for TAC and Local Plumbing Agencies

            By January 1, 2010, the State of California requires that jurisdictions adopt the model landscaping ordinance, or one that includes the provisions of the ordinance.  On November 16, 2008, the District Board of Directors is scheduled to adopt Ordinance No. 141 that includes compliance with the model landscape ordinance.  Pintar noted that she is reviewing the model landscape ordinance and looking for ways to rewrite some sections in a simplified form that could be adopted by local agencies.   As proposed in Ordinance No. 141, the jurisdictions will review and approve landscape plans, and provide to the District water budgets associated with those plans.  The District will then conduct a final inspection to verify that the landscape was installed according to the plan.  On December 1, 2009, the District will sponsor a training session on the model landscape ordinance for the jurisdictions’ planning and building department staff.  The District will conduct additional training sessions for local architects and landscapers.
