SUMMARY:  A draft ordinance is attached that would establish an administrative enforcement process (Exhibit 2-A).  This ordinance would facilitate improved and more consistent compliance with MPWMD Rules and Regulations; reduce obstacles and time delays that result from criminal or civil enforcement; and result in more uniform application of the District’s rules and procedures.  The Board of Directors is scheduled to consider first reading of this ordinance on February 28, 2008.  The Technical Advisory Committee’s comments will be provided to the Board at the February public hearing.

 

RECOMMENDATION:   Review and comment on the draft ordinance.
