The meeting was called to order at 9:05 AM in the District Conference Room.

A. Continue Discussion of Development of Common Methodology to Estimate Future Water Needs
Public Comment from Michael Waxer: Proposed project should be viewed as “bottom up” versus the normal “top down.” Using the proposed Moss Landing Desal Plant as the example, this process would move away from “allocation” thinking and would develop a methodology that would be looked at like a utility with CEQA impacts reviewed in the General Plans of the Jurisdictions. Mr. Waxer proposed that Project EIR and a Program EIR to be completed with this concept in mind. Jurisdictions determine land use and the District determine waters use. The Project EIR would reference the total water needed for the long term and the Program EIR would be an incremental process to get to build out. Using a two-year window as the example, Mr. Waxer stated that the amount needed could be adjusted to correspond to actual need.
Members agreed that the project should be submitted only once. Members questioned the ability to determine what the end use would be and how to present it to policy makers.
Committee Members felt that the Policy Advisory Committee should be consulted to provide policy direction on establishing the method determining potential need.
Questions to be considered by the PAC:
1. Does the PAC agree that the General Plan Build Out should be used as the basis for long-term water needs projections?
2. Should this number be adjusted with a trend analysis of past permits issued?
3. Does the PAC want TAC to establish a set of assumptions that will be applied to every jurisdiction’s water needs estimates (i.e. should we use only 30 percent of underdeveloped lots versus 100 percent at build-out?).
4. Should the TAC provide intervals (of 2-3 years) of water toward the projected build out?
IV. Set Next Meeting Date
The committee requests a joint PAC/TAC meeting. The next meeting will be tentatively conducted on Tuesday, June 1, 2004 at 9 AM in the District conference room assuming PAC members are available. An alternative date is June 8, 2004. At the June 1, 2004 meeting, the TAC will confirm Chip Rerig as Vice-Chair.
