SUMMARY:  Director Edwards has asked that the committee reexamine the process for Board, and committee review of ordinances.  The process currently followed is: (1) a conceptual ordinance is submitted to the Board for discussion; (2) the Board could forward the ordinance to a Board committee or request that it be submitted for first reading to the full Board; (3) if the Board directs, the ordinance will be submitted to a Board committee for refinement; (4) the Technical Advisory Committee will also review and comment on the ordinance; and (5) the ordinance will be submitted to the Board for first reading.   The ordinance could be submitted to TAC for review prior to the first or second reading.   Under some circumstances, a conceptual ordinance is not prepared.  The draft ordinance is presented to a Board committee and the first reading version is provided to the full Board.

 

RECOMMENDATION:  The committee should review the process outlined above.  If the committee decides that the process should be modified, staff could be directed to bring a modified process to the full Board for consideration on July 20, 2009.
