To obtain owner authorization to retrieve, collect, compile and report water use data for the specific property using the special fixture accounting ordinance to add a second bathroom.  Authorizes the District to obtain information from California-American Water Company (Cal-Am).  Sites subject to approval of a Water Use Credit Transfer authorize public access to water use data for a period of ten years (five prior to transfer and five after transfer).
