SUMMARY:   The District’s enabling legislation calls for an annual written report on the District’s activities in the protection and augmentation of the water supplies. Additionally, the enabling legislation states that a public hearing on the annual report should be conducted during the March Board meeting. At a minimum, the annual report must include:

-          A financial analysis of the water utility systems of the District

-          An analysis of the present and future water requirements of the District, the water supply available to the District, and the requirements for future capital improvements, and the requirements for maintenance and operation.

-          The methods available for financing such future requirements.

-          A recommendation as to whether or not a ground water charge should be levied in any zone or zones of the District during the ensuing water year.

-          The proposed rates for agricultural water and for water other than agricultural water for each such zone in which a ground water charge is recommended.

 

While comprehensive reports have been produced in earlier years, the most recent years have consisted of simple documents with little more than the minimum requirements.

 

RECOMMENDATION:  Discuss the desired scope of the 2011 annual report and outline desired content requirements for staff.  Staff will present a draft report for the committee’s review in March.
