SUMMARY:  The American Rainwater Catchment Systems Association (ARCSA) is a non-profit organization that was founded to promote rainwater catchment systems in the United States.  ARCSA offers Rainwater Harvesting and Accreditation Workshops.  Staff is interested in pursuing local training opportunities with this organization during Water Awareness Month (May 2010).  The cost of bringing the training to Monterey is approximately $3,000, at no cost to the participants.  A small fee could be charged to help offset the material costs if the committee desires.

ARCSA's 100 Level workshop provides an introduction to rainwater harvesting, and is designed for anyone interested in learning more about rainwater collection and application. It provides an overview of rainwater harvesting, history, uses and applicability to conserving rainfall as a natural resource. Concepts, techniques, and demonstrations are also introduced to attendees.  The complete 100 Level workshop agenda is attached as Exhibit 2-A.

200 Level workshops are open to the public, as well as any industry professional looking to learn more about rainwater harvesting. This workshop also fulfills the course requirement for becoming an ARCSA Accredited Professional.  Topics covered will include rainwater catchment design and installation, in-home rainwater use; installation and safety, rules and regulations, guidelines and restrictions; and many more pertinent industry topics. The complete 200 Level workshop agenda is attached as Exhibit 2-B.

RECOMMENDATION:  The Public Outreach Committee should consider a recommendation to the Board regarding District sponsorship and organization of two local Rainwater Harvesting and Accreditation Workshops during May 2010.  Staff will have scheduling information at the committee meeting.  Staff anticipates bringing this request to the Board for consideration at the March 2010 Board meeting.
