The Monterey Peninsula is unique in the State of California because we do not import water from other areas. Our two main sources of water are the Carmel River and Seaside Basin. The Water Management District regulates 60 water distribution systems and collects water use data from 600 wells.  The largest water distribution system is owned and operated by California American Water, known as “Cal-Am”, provides water to 95% of the residents and businesses within the District.

Cal-Am is under a state order to reduce the amount of water historically pumped from the Carmel River by 75% and develop a replacement source of water.  The Water Management District and Cal-Am have cooperated on the development of water supply solutions and innovative water conservation measures to protect our limited water supply and the environment.

The Water Management District takes an innovative approach to augmenting the local water supply. In cooperation with Cal-Am, the Water Management District has begun implementation of an Aquifer Storage and Recovery Project, commonly known as ASR.  The ASR project entails injecting excess winter Carmel River flows into the Seaside Basin Aquifer to be stored there for use during the dry season. All environmental documents have been approved and the Water Management District is working to make sure all phases of this project are implemented. 

 

Working with public and private-sector partners, the Water Management District has also facilitated development of projects that purify recycled water for use on Pebble Beach golf courses and other open space.   This has reduced the use of drinking water in the Pebble Beach area by more than 700 acre-feet each year.  By 2008 it is estimated these projects will save about 900 acre-feet of drinking water each year.  The Water Management District continues to support opportunities for expansion of purified recycled water facilities.

 

ASR and purified recycled water projects contribute to the development of a sound water supply for the community and the environment.

The Water Management District’s Environmental Protection Program reduces direct and indirect adverse impacts to the natural resources of the Carmel River caused by community water use. Those natural resources include species protected by the federal Endangered Species Act, primarily steelhead trout and red-legged frogs as well as the gravels on the river bottom and vegetation on the stream banks that serve as their vital habitat. The Water Management District’s Environmental Protection Program includes fishery enhancement and riverbank habitat protection and restoration.

12. TITLE: ENVIRONMENTAL PROTECTION: WHAT WE DO/ FISH RESCUE                                                                                                                                         ET: 40s

 

VOICEOVER:

 

The Water Management District’s Fishery Enhancement Program includes extensive activities focused on Carmel River steelhead. During the late summer and fall months when the lower part of the river is dry, District biologists search for and rescue steelhead that have been stranded in drying sections of the river.  Volunteers from local environmental groups, such as the Carmel Steelhead Association, also carryout steelhead rescue operations. 

 

Rescued fish are taken to a rearing facility the District operates where they are fed and cared for. In the spring when the Carmel River is flowing its entire length, the fish are released back into the river to begin their migration to the ocean. Throughout the year District Biologists continually monitor the water quality, conduct population counts and work to improve spawning habitats.

The Water Management District’s Riverbank Protection and Restoration Program includes activities such as restoring and stabilizing river banks, propagating and planting native riparian vegetation, monitoring vegetation health, clearing the channel of trash, and assisting property owners with riverbank maintenance. A board appointed local citizens’ advisory group, the Carmel River Advisory Committee, provides valuable input to the District on these projects.

The Water Conservation Program includes mandatory installation of water-saving fixtures in homes and businesses, also a toilet retrofit and rebate program. Since the initiation of the Water Management District’s Water Conservation Program 8,000 low-flow toilets have been replaced. The amount of water saved is equal to a year’s supply of water for 640 homes.

 

Remember, when you need advice on how to reduce water use, the Water Management District offers free landscape irrigation audits and information on water saving technologies.
