SUMMARY:   The Monterey Peninsula Water Management District received a grant from the California Department of Water Resources (DWR) of $995,000 from Proposition 84 funds to update the Integrated Regional Water Management Plan (IRWM Plan or Plan) for the Monterey Peninsula, Carmel Bay, and Southern Monterey Bay Region.  The District initially retained Denise Duffy & Associates (DD&A) in March 2012 to provide assistance with preparing an updated IRWM Plan for a not-to-exceed amount of $127,500.  This request is to approve authorization to expend up to an additional $21,750 through the end of the 2013-14 fiscal year for DD&A to provide additional assistance with completion of the update of the IRWM Plan.  Expenditure of these funds would be fully reimbursable from the DWR grant.

 

RECOMMENDATION:  Staff recommends approval of the expenditure of up to $21,750 in District funds for additional work to complete the IRWM Plan update.  Expenditure of funds is fully reimbursable from the existing planning grant from the Department of Water Resources.  If  this item is adopted with the Consent Calendar, the General Manager would be authorized to increase the not-to-exceed amount in the current DD&A agreement from $127,500 to a not-to-exceed amount of $149,250. 

 

DISCUSSION:  The expanded scope includes work to ensure compliance with additional Prop. 84 Guidelines for IRWM Plans that were promulgated by DWR after the original agreement was signed and for work involved to extend the contract schedule an additional six months.  In addition, the Scope is revised to include tasks and work products related to Inter-regional cooperation as set forth in the attached Exhibit 6-A, Scope of Work, Amendment No. 1.

 

Funds for this work were not identified in the proposed FY 2013-14 Mid-Year Budget adjustment.
