SUMMARY:   Staff is requesting authorization to use $3,500 in contingency funds to support an unanticipated rebate module amendment to track water savings and rebates issued to non-California American Water distribution systems.  The current programming only tracks individual fixture savings in the California American Water (CAW) systems.  MPWMD’s rules provide rebates for all water users with the District, but tracking rebates for other Water Distribution Systems (WDS) was not contemplated when the database programming began because the rebate program was jointly funded by CAW and MPWMD and the current California Urban Water Conservation Council and Public Utilities Commission reporting requirements were not known.  For the past two years, the program has been solely funded by CAW ratepayers and there have been no applications identified for non-CAW water users.  MPWMD has funds in its FY 2009-2010 budget for non-CAW rebates and Seaside Municipal Water has informed the District that it will be promoting the program to its customers. 

 

Seaside Municipal (or any other WDS) is currently considering supplementing the amount of the MPWMD rebate.  As the rebates are processed by District staff, a supplemental amount above the rebate being issued would be needed in order to (1) add the supplemental rebate to the rebate check request, (2) invoice the WDS for the supplemental portion of the rebate, and (3) track and report rebates for non-CAW WDS by each type of fixture rebated.  It is conceivable that other small WDS could fund rebates in their WDS like CAW does or could offer supplemental rebates.  MPWMD should be able to account for water savings and provide a report to the WDS on participation in the rebate program for any WDS or individual property. 

 

RECOMMENDATION: Staff recommends the Administrative Committee support this item with a recommendation that the Board authorize expending conservation contingency funds in an amount not to exceed $3,500 for rebate module programming.

 

IMPACT TO STAFF/RESOURCES:  Approval of this item would reduce the Conservation Contingency by $3,500.
