Committee Recommendation:  The Administrative Committee reviewed this item on January 18, 2007 and requested that staff obtain additional information and bring it back for future consideration.  The Administrative Committee discussed this item again on March 13, 2007 and recommended ______________.

SUMMARY:  At the December 11, 2006 meeting, the Board elected officers for 2007.  During the discussion, Directors Markey and Potter commented that the Board should discuss establishment of a rule that mandates annual rotation of directors into the position of Chair.  Currently, MPWMD Board Meeting Rule 2 states that rotation of the chair shall be encouraged (Exhibit 5-A).  The Administrative Committee discussed the issue on January 18, 2007 and requested that staff obtain policies from the Monterey Peninsula Regional Park District (MPRPD) and the Monterey County Board of Supervisors (MCBS) regarding rotation of the chair, for review at a subsequent meeting.

 

Upon contacting the MPRPD and MCBS, District staff was advised that neither of the agencies have an adopted policy regarding rotation of the chair.   Both agencies follow unwritten practices for Chair rotation that are described in Exhibit 5-B.  

 

In 1994, the District’s at-large election process converted to election from 5 voter divisions. Subsequently, the Board established a policy for rotation of directors into the position of Vice-Chair, with automatic rotation into the position of Chair the following year. Language from the 1994 MPWMD Board Meeting Rules is shown on Exhibit 5-C.   In 1997, the rule for rotation of directors into the position of Vice-Chair was deleted.  However, the requirement that the Vice-Chair move into the position of Chair was retained.  Language from the 1997 MPWMD Board Meeting Rules is also shown on Exhibit 5-C.  The rule requiring rotation of the Vice-Chair into the position of Chair was removed by the Board in 1999.

 

RECOMMENDATION:  Review the information provided in Exhibits 5-A through 5-C and decide if the MPWMD Board Meeting Rules should be amended to establish annual rotation of directors into the position of Chair.
