SUMMARY:  In response to a request from the Board of Directors at its December 11, 2006 meeting, staff has obtained a copy of the Campaign Finance Regulations recently adopted by the City of Pacific Grove.  Attached as Exhibit 9-A is Pacific Grove’s Ordinance No. 16-016, An Ordinance of the City of Pacific Grove Governing Campaign Finance Reform and Conflict of Interest by Adding Chapter 2.30, Entitled “Campaign Finance Regulations” to the Pacific Grove Municipal Code.

 

RECOMMENDATION:  District staff recommends that the Committee review Pacific Grove’s Ordinance No. 06-016 and discuss whether or not the District should develop a similar policy.  The Committee considered this matter on January 18, 2007 and voted __ - __ to recommend _______________.

 

BACKGROUND:  During discussion of Consent Calendar Item No. 3, Approve Amendments to Conflict of Interest Code for Monterey Peninsula Water Management District, on the December 11, 2006 Board Agenda, Director Markey requested that the District also consider adoption of campaign finance reporting rules.  It was suggested that the District policy could be developed using the Campaign Finance Regulations recently adopted by the City of Pacific Grove as a model.  On a vote of 4 to 2 the Board referred the matter to the Administrative Committee for further review.
