SUMMARY:  The purpose of this action is to authorize the expenditure of budgeted funds for the purchase of one GeoExpress 4.0 imagery processing software license.

.

RECOMMENDATION:  Staff recommends that the Board authorize the expenditure of budgeted funds not to exceed $2,810 to purchase the GeoExpress 4.0 software license.

BACKGROUND:  In August 2003, a contract was executed with AMBAG to provide orthophotography products to MPWMD.  Additional funds are budgeted to purchase the GeoExpress software and process and convert the orthophotos into a format which will optimize the performance and quality of the product.  The GeoExpress software will enable staff to compress the digital imagery and mosaic tiles for rapid and comprehensive display of the data.

The orthophotos will be used as a base layer for plotting and displaying the locations of various types of data within the MPWMD boundary. Staff will be able to prepare maps that depict well locations for water resources management, monitoring sites of steelhead and vegetation and individual parcels for water permit tracking and conservation program for the water demand division.

The GIS system being developed by staff will allow the integration of spatial or map-based information with other data. The digital geo-referenced aerial photographic data (orthophotos) will enable MPWMD to produce an accurate base layer. This would further allow staff to use these materials for analysis and presentations to educate the public on District activities.
