SUMMARY:  Attached as Exhibit 4-A is a Resolution to amend Rule 24, Table 2: Non-Residential Water Use Factors.

The proposed amendments to Group II clarify the types of food uses that are considered “Group II,” and that will not be classified as “restaurants.”  Water Permits issued to Group II projects will have the definition (conditions of use) printed on the Water Permit. However, the conditions will not be recorded on the title of the property.

In addition to adding food service parameters under Group II Non-Residential uses and adding other variations of the “deli” type of use, the Water Demand Committee supported moving “convenience store” (i.e., 7-11/Quik Stop/gas station convenience stores, etc.) to Group I, and “dry cleaners” that launder On-Site to Group III. Dry cleaner drop off locations (i.e., those that do not do laundry on site) have been moved to Group I.

RECOMMENDATION:  By adopting Resolution 2014-12, the Board adopts the recommended amendments to Rule 24, Table 2: Non-Residential Water Use Factors.

 

BACKGROUND: Following approval of a variance for Santa Lucia Café at the March 2014 Board meeting, the Water Demand Committee requested that staff use that variance request as a basis for defining Group II water factor guidelines. The Water Demand Committee reviewed the amendments being proposed in Resolution 2014-12 and recommends approval by the Board.
