SUMMARY:  Resolution 2014-04 (Exhibit 2-A) amends Rule 24-B Table 2: Non-Residential Water Use Factors, moving supermarkets, from a Group II-High use to a Group I-Low to Moderate Use. Staff recently reviewed the Water Use Capacity factor for local supermarkets and was able to obtain water records for six relatively recently remodeled projects. In addition, the District has Water Permits on file for these Sites and has verified that the uses are in compliance with District rules. Based on this review, the Group II factor of 0.0002 acre-foot annually (afa) per square-foot (sf) is double the actual average use (0.0001 afa/sf) and does not appropriately reflect the Water Use Capacity for that type of use. The supermarkets reviewed by staff included Safeway Stores, Whole Foods, and Save Marts.

 

BACKGROUND:  Ordinance No. 71 (adopted in 1993) combined 46 commercial water-uses into three groups; two groups (Group I and Group II) cover most Non-Residential uses and allow flexibility in tenant selection. The third group (Group III) contains factors for miscellaneous uses specific to unique types of businesses. Group I uses include a range of water usage ranging from 0-0.00001 afa/sf.

 

RECOMMENDATION:  Staff recommends the Board adopt Resolution 2014-04 moving supermarkets from Group II-High Use to a Group I-Low to Moderate Use.
