SUMMARY:  On October 21, 2013 the Board met and discussed the General Manager’s annual performance appraisal. As a result, the Board recommended a revision in the General Manager’s annual compensation to $175,000 off-set by an employee contribution to PERS equal to 2% of salary in year 1, 4% in year 2, and 6% in year 3.  The PERS contribution will be structured as 1.0% of the Employer’s share and 1.0% of the Employee’s share in each of the next 3 years to be paid by the General Manager, with any corresponding salary increase effective in year 2 and year 3 subject to annual performance review by the Board, but in no case less than 2%.  As a result, the net increase in annual salary to the General Manager for FY 2013-14 will be approximately $1,000 or a 0.64% increase.  The average salary for 13 local special district general managers for last fiscal year, FY 2012-13, was $180,700.

 

The other terms of the agreement are very similar to those adopted for the General Staff and Management units at the Board’s September 16th meeting (Agenda Item 13), with the exception of the “Tier 2” benefits which do not apply to the General Manager position.

 

RECOMMENDATION:  The Administrative Committee recommends that the Board adopt the proposed terms of the General Manager’s contract for FY 2013-14, effective September 1, 2013 and amend the Contract accordingly.
