SUMMARY:  The Water Demand Manager position warrants a reclassification for two reasons: (a) the compensation for the position does not appear to be commensurate with the three other Division management positions, for similar duties and responsibilities, and (b) the Water Demand Manager has been asked to accept additional duties, as identified below under “Discussion.”  The position would be moved from Range 38M, Step E to Range 43, Step D.

 

RECOMMENDATION:  The General Manager recommends that the Board approve this reclassification.

 

DISCUSSION:  The following functions were added to the Water Demand Manager position description in FY2014:

 

  1. Represent the District at community group meetings and events (representing the District as a whole, not as water conservation specialist)
  2. Speak on behalf of District as a whole at community group meetings and events at the direction of the General Manager
  3. Identify community group meetings and events for which District representation is desirable
  4. Assist General Manager in developing SWRCB staff relationships; Improve District/SWRCB communication
  5. Assist General Manager in developing jurisdiction staff relationships; Improve District/jurisdiction communication in advance of water allocation process and with respect to outreach for improving use of water credits, water transfers, allocations, and meter-setting for projects for which the jurisdictions are proponents.
  6. May serve, with Chief Financial Officer, to coordinate communication with General Manager and to direct District activities when the General Manager is unavailable or travelling.
  7. Receive leadership training as part of professional development.
  8. Have direct reporting and management of outside media consultant (Thomas Brand Consultants)
  9. Provide leadership role in Public Outreach Committee planning and materials
