GWR Criteria

 

The Monterey Peninsula Regional Water Authority desires the Groundwater Replenishment (GWR) project to proceed as a component of the Monterey Peninsula Water Supply Project if substantial completion is demonstrated on the following criteria:

 

1. Permit and CEQA status is consistent with the project schedule.

 

2. Source water is secured for recommended project.

 

3. Level of comfort with CDPH as to the treatment process, injection, and overall permitting

 

4. Approve GWR plus 6.4 MGD desal even if it the combination comes with a modest revenue requirement premium over 9.6 MGD desal. Size of the premium to depend on resilience (benefit of the portfolio approach), externalities (qualitative, quantitative and monetized), and progress on schedule (especially relative to desalination).

 

5. On schedule to meet CDO or, if not, meet or beat the desal schedule.

 

6. Completion of preliminary design.

 

7. Draft water purchase agreement approved.

 

8. Project funding plan in place.
