Committee Recommendation:  The Water Supply Planning Committee recommended adoption by a 3 to 0 vote at its May 2, 2013 meeting.

SUMMARY:  On June 12, 2013 the California Public Utilities Commission (CPUC) will hold a workshop in on criteria for including the Groundwater Replenishment project (GWR) in the mix of water supply solutions under A. 12-04-019.  The workshop is being held because the Division of Ratepayer Advocate’s February 2013 direct testimony requested it; the Planning and Conservation League Foundation’s December 2012 motion requested such; The Governance Committee’s March 2013 letter requested such; and the April 2012 3-Party MOU envisioned development of criteria.  The GWR “go/no go” decision receives “Category A” treatment under the MPWSP Governance Committee agreement meaning it is to be made by the public agency members, however the CPUC will likely attempt to define criteria in its Decision.  Therefore it is important that the public agencies bring criteria into the workshop reflective of our desires.

 

The criteria attached reflect comments received from the Monterey Peninsula Regional Water Authority Technical Advisory Committee and the Monterey Peninsula Water Supply Project Governance Committee.

 

RECOMMENDATION:  The Water Supply Planning Committee recommends that the Board approve the attached criteria for the GWR “Go/No-Go” decision for submittal by staff at the June 12 CPUC Workshops.
