SUMMARY:   Staff proposes to replace a 30 year-old total station, which is an electronic survey instrument used for surveying, construction staking, environmental studies, and topographic mapping. The primary use for this equipment is in association with monitoring changes to the Carmel River and lagoon and for completing river restoration projects, such as the Lower San Carlos Restoration Project.

 

The existing total station has limited capabilities in comparison with newer models and has only one working battery that still takes a charge.   Newer models can: 1) operate in “reflectorless mode,” which allows data gathering in open areas with a one-person crew instead of the traditional two-person crew (instrument person and reflector holder); 2) communicate wirelessly or with blue tooth-enabled District hardware; 3) are lighter and less susceptible to being dropped or damaged when being carried for long distances through the Carmel River channel.  Exhibit 9-A shows a typical total station package.

 

RECOMMENDATION:  Staff recommends approval of the expenditure of up to $5,000 in budgeted funds to purchase a replacement total station.  The Administrative Committee considered this matter at their May 13, 2013 meeting and voted 2 to 0 to recommend approval.     

 

IMPACTS TO STAFF/RESOURCES:  Funds to purchase this equipment would be from FY 2012-13 Program Line Item 2-2-1, which includes $10,000 for the Lower San Carlos Restoration Project.
