SUMMARY:  On Monday April 23, 2012 Cal-Am submitted a new application for new water supply to the CPUC.  The District must protest or respond by May 25, 2012 to be included in the proceedings.  The District must decide whether to become a Party, an Intervener, or take no action.  At its May 7, 2012 meeting the Water Supply Planning Committee voted 3-0 in favor of becoming a “Party” and expressing the District’s position approximately as stated in the attached Exhibit 16-A.

 

RECOMMENDATION:  The General Manager recommends that the Committee discuss and recommend proposed language reflecting the District’s interests and disposition to the Cal-Am water supply application.  In addition to this specific position on CPUC A.12-04-019, the Board may wish to discuss whether it should state a formal general position, separate from this filing, on the District’s role in any other viable desalination proposal.

 

DISCUSSION:  The application was posted on the CPUC Daily Calendar on April 25, 2012 and assigned an application number A.12-04-019.  Protests or Responses must be filed and served within 30 days of the date the notice of the filing of the application first appears in the Daily Calendar (CPUC Rule 2.6(a)), hence the deadline is May 25, 2012.

 

The District will likely want to endorse the groundwater replenishment and aquifer storage and recovery components, but must decide if it wants to state a position with respect to desalination.  As drafted, the proposed position is as follows:

 

“MPWMD supports, in concept, the Groundwater Recharge (GWR) and ASR components of the proposed project, and is ready, willing, and able to lend its status and capabilities as a public agency to help the desalination component achieve the lowest cost impact on ratepayers and implementation in a timely fashion.”
