SUMMARY:  The District’s General Manager, Darby Fuerst, will be retiring on July 31, 2011. His successor will not be reporting for duty until September 1, 2011.  Mr. Fuerst has offered to continue working after his official retirement date, as a limited-term District employee. He would continue serving in his current position during the month of August, and provide consultation, on an as-needed basis, after the arrival of the new General Manager for a total maximum of 280 hours.  This would be under the 960-hour maximum allowed for retired annuitants under California Public Employees Retirement System regulations.

 

RECOMMENDATION:  Authorize a limited-term contract with the current General Manager for up to 280 hours of work at $75.24 per hour.  The term of the contract would begin August 1, 2011 and end no later than June 30, 2012.

 

IMPACTS TO STAFF/RESOURCES: The FY 2011-2012 budget includes funds to cover the  General Manager’s salary for August 2011. Contingency funds would cover the 96 remaining hours. Limited-term employees receive an hourly salary, but no benefits other than the mandated Social Security, Medicare, and Workers Compensation coverage. Cost for 280 hours would not exceed $22,779. This would include $21,068 for salary and $1,711 for mandated benefits.

 

BACKGROUND:  General Manger Darby Fuerst, has notified the MPWMD Board of Directors that he will be retiring from the District on July 31, 2011. His successor is anticipated to begin work on September 1, 2011.
