SUMMARY:  Staff is seeking Board authorization to contract with WaterWise Consulting, Inc. in a not-to-exceed amount of $90,000 to conduct indoor and outdoor water audits at schools supplied water by California American Water (CAW).  During 2010, MPWMD contracted with WaterWise Consulting to conduct similar audits for schools supplied by non-CAW water distribution systems.  MPWMD also had a previous contract with WaterWise Consulting to conduct Landscape Water Audits and prepare Landscape Water Budgets for properties in the CAW service area.  The work contemplated for this contract is similar to that undertaken in the previous contracts. 

 

Funding for this contract is available until December 31, 2011, and is reimburseable through California American Water through the Conservation Budget approved by the California Public Utilities Commission (CPUC) in 2009.  This funding is not subject to the District’s spending freeze.  The CPUC-approved budget includes $225,000 for school retrofits.  Conducting audits of the school facilities is the first step in the school retrofit process, as the audit identifies indoor and outdoor retrofits and potential water savings.  Upon completion of the audits, the School District is provided with a comprehensive report that includes recommendations and payback and savings estimates.  MPWMD is anticipating approval of an additional $200,000 by the CPUC in January 2012.  Having the audits completed before January 2012 would allow immediate implementation of water saving measures when funding becomes available.

 

WaterWise has extensive experience performing Non-Residential water audits on large institutional sites.  The water audits contemplated for this contract will be completed at a cost of approximately $5,000 each (depending on size of the property).  There are roughly eighteen school Sites that would be eligible for audits if this contract is authorized. 

 

RECOMMENDATION: The Administrative Committee should recommend the Board authorize the General Manager to contract for professional services with WaterWise Consulting, Inc. to conduct water audits and prepare retrofit recommendations for schools located within the California American Water service area in a not-to-exceed amount of $90,000.

 

IMPACT TO STAFF/RESOURCES:  Funds for this project were approved in Fiscal Year 2010-2011 budget and are proposed in the Fiscal Year 2011-2012 budget.
