Exhibit 27-A shows the water supply status for the Monterey Peninsula Water Resources System (MPWRS) as of March 1, 2011.  This system includes the surface water resources in the Carmel River Basin, the groundwater resources in the Carmel Valley Alluvial Aquifer and the Seaside Groundwater Basin.  Exhibit 27-B focuses on four factors: rainfall, runoff, storage, and steelhead.  The report is limited to the water year that began October 1, 2010 and will end September 30, 2011 (WY 2011).  The rainfall and streamflow values are based on measurements in the upper Carmel River Basin at San Clemente Dam.  This site was selected because of its location above storage facilities and the availability of long-term rainfall and runoff records.

 

Water Supply Status:  As shown, rainfall during February 2011 totaled 5.31 inches and brings the cumulative rainfall total for WY 2011 to 15.72 inches, which is 100% of the long-term average through February of 15.65 inches.  Estimated unimpaired runoff during February 2011 totaled 14,651 acre-feet (AF) and brings the cumulative runoff total for WY 2011 to 34,431 AF, which is 93% of the long-term average through February of 36,974 AF.  Usable storage, which includes surface and groundwater, was 31,460 AF, or 101% of the long-term average through February of 31,250 AF.  This storage equates to 84% of system capacity.  In addition, 155 adult steelhead were counted in the fish ladder at San Clemente Dam for WY 2011 through February.

 

Production Compliance:  Under State Water Resources Control Board (SWRCB) Cease and Desist Order No. 2009-0060, California American Water (Cal-Am) is allowed to produce no more than 10,429 AF of water from the Carmel River in WY 2011.  In addition, under the Seaside Basin Decision, Cal-Am is allowed to produce 3,202 AF of water from the Coastal Subareas and 246 AF from the Laguna Seca Subarea of the Seaside Groundwater Basin in WY 2011, as modified by the Seaside Basin Watermaster in December 2010.  Altogether, Cal-Am is currently allowed to produce 13,631 AF from Carmel River and Seaside Coastal sources for customers in its main Monterey system and 246 AF from the Laguna Seca Subarea for customers in its Laguna Seca subsystems, i.e., Ryan Ranch, Hidden Hills, and Bishop Systems (not adjusted for ASR recovery or Sand City desalination plant production).  For WY 2011 through February, Cal-Am has produced 4,457 AF from the Carmel River, Seaside Basins, Sand City Desalination, and ASR recovery, for customer use.  This water production is 397 AF or 8.2% less than the target specified for Cal-Am’s production from the MPWRS for WY 2011 through February.  A monthly breakdown of Cal-Am’s production from the Carmel River and the Seaside Groundwater Basin Subareas for WY 2011 through February is included as Exhibit 27-B.  Cal-Am’s production from the Carmel River Basin is reduced for diversions that are made for injection into the Seaside Basin; Cal-Am’s “native” production from the Seaside Basin is reduced for the recovery of injected water. For WY 2011 through February, 261 AF of groundwater have been diverted from the Carmel River aquifer for injection into the Seaside Groundwater Basin; 1,111 AF have been recovered for customer use.
