Call to Order

The meeting was called to order at 4 p.m. in the District conference room.

Action Items

1.         Receive Minutes of August 4, 2010 Committee Meetings

            Director Pendergrass offered a motion that was seconded by Director Doyle to receive the minutes as presented.  The motion was adopted unanimously on a vote of 2 – 0.  Director Markey was absent.

 

Discussion Item

2.         Discuss Public Outreach re Groundwater Replenishment

            Director Pendergrass offered a motion that was seconded by Director Doyle, to prepare a letter from the Board to the Monterey Regional Water Pollution Control Agency stating that it is the District’s strong desire that planning for the Groundwater Replenishment Project move forward now as a component of Phase 2 of the Regional Water Supply Project.  The motion was approved on a vote of 2 – 0.  Director Markey was absent.

 

            General Manager of the Monterey Regional Water Pollution Control Agency (MRWPCA), Keith Israel, updated the committee on the status of the proposed Groundwater Replenishment Project (GRP).  He stated that a decision on the Coastal Water Project is expected to be issued in November, which may prompt the MRWPCA to be more aggressive about developing plans for the GRP.  Work must begin soon, in order to determine if there are impediments to development of the project.  One important early step in planning for the GRP is presentation of a public outreach plan to the MRWPCA Board.  The plan was originally developed in 2005 and includes sponsorship of field trips to the Orange County Factory 21 wastewater treatment facilities for stakeholders. At this juncture Mr. Israel does not know Cal-Am’s position on the GRP.  It will be important to invite upper level Cal-Am staff on a tour of the Orange County project.  The public outreach plan also recommends that a committee be formed that includes influential, active members of the community, so that a dialogue can begin regarding wastewater reclamation with a goal of educating the public about the project, and determining if there is opposition.  Project proponents must quell any idea that the GRP is in competition with Phase 1 Regional Water Supply plans.  Benefits of the GRP should be promoted, including recharge of the Seaside Groundwater Basin that will help meet requirements of the Seaside Basin Adjudication, and the Cease and Desist Order.  Mr. Israel noted that MRWPCA would welcome financial support from the District.     

 

3.         Review Plan for Publication of Advertisement re Successful Compliance with State Mandated Water Production Limits

            Pintar reported that Cal-Am will prepare the advertisement with input from District staff.  The ad should be published by mid-October.

 

4.         Develop Correspondence to Jurisdictions regarding California-American Water Request to Public Utilities Commission for Water Connection Moratorium

            Fuerst distributed a preliminary draft letter that would be sent out to each jurisdiction advising them that Cal-Am had filed the application and informing them how to comment.  The final letter should be mailed on October 1, 2010.
