SUMMARY:  Resolution No. 2010-05 (Exhibit 4-A) supports the May 2010 application that the Monterey Peninsula Water Management District (MPWMD) has prepared for the United States Bureau of Reclamation’s “Water Smart:  Water and Energy Efficiency Grants for FY 2010” grant program.  The MPWMD’s application is for planned expansion of the infrastructure for the Phase 1 Seaside Basin Aquifer Storage and Recovery (ASR) Project.  Awarded grants will provide up to 50% funding match and require receiving entities to spend a minimum of $300,000 (Tier 1 application) on new infrastructure to support more efficient and effective water and energy management.

RECOMMENDATION:  District staff recommends that the Board approve Resolution No. 2010-05 (Exhibit 4-A), A Resolution of the Board of Directors of the Monterey Peninsula Water Management District Authorizing Staff to Apply for Grant Funds for Expansion of the Seaside Basin Aquifer Storage and Recovery Project.  This item will be approved if adopted along with the Consent Calendar at the May 17, 2010 Board meeting.

BACKGROUND:  This federal grant program represents an opportunity for grant funding to support the planned infrastructure improvements work for the MPWMD’s Phase 1 ASR Project in the Seaside Groundwater Basin.  Accordingly, staff supports the submittal of the grant application as a means of investigating and potentially securing alternative funding mechanisms to offset future ASR project costs.

IMPACTS TO STAFF/RESOURCES:  There is no external cost associated with adoption of this resolution. Staff time spent to prepare grant will not be recovered, however if the grant is awarded and accepted, staff time spent administering and working within the scope of the grant will potentially be reimbursed through the grant compensation.
