Water Demand Committee of the

Monterey Peninsula Water Management District

February 1, 2010

 

 

Call to Order

The meeting was called to order at 1:05 PM in the conference room of the Monterey Peninsula Water Management District office.

Action Items

1.         Receive Minutes of December 7, 2009 Committee Meetings

            On a motion by Director Brower and second by Director Edwards, the minutes were received unanimously on a vote of 3 - 0. 

 

Discussion Items

2.         Update on January 28, 2010, Board Action Regarding Consideration of Urgency Ordinance No. 143 Temporarily Suspending Processing and Receipt of Applications for Water Distribution Systems in Fractured Rock Formations

            There was consensus that District staff should investigate the issues related to wells in fractured rock formations, and report back to the committee within 60 days.  The committee asked that any draft ordinance prepared in response to the investigations should include a requirement that for all new wells District staff will have the right to check meter readings and monitor well production. It was also suggested that it may be necessary for the District to install additional monitoring wells in fractured rock formations.  Staff plans to check the District’s records and determine how many applications for new wells were filed because the original well had failed.  It may be that wells tend to fail in certain areas. It was suggested that any ordinance related to fractured rock wells should state that if a well should fail, there will be no connection to the Cal-Am system until a long-term water supply is developed that would provide water for new connections.  It is important to research rules each jurisdiction has established on installation of wells. Staff was asked to develop a plan for reintroducing the issue of wells in fractured rock to the Board and public. 

 

3.         Discuss Adding Public Access Deed Restriction Requirement for All Water Permits

            The committee agreed with the staff suggestion that all water permits requiring a deed restriction should include an additional deed restriction that grants the District access to water use records at the site. It was understood that this change would need to be made by ordinance. 

 

4.         Update on Estimate of Replacement Water Needs

            Deferred to the next committee meeting.

 

5.         Discuss Possible Sources of Sub Potable Supply within the District

            Deferred to the next committee meeting.

The meeting was adjourned at approximately 2:20 P.M.  The next meeting was scheduled for March 2, 2010 at 4 PM.
