Ad Hoc Water Supply Planning Committee Meeting of the

Monterey Peninsula Water Management District

July 21, 2009

 

Call to Order

The meeting was called to order at 8:30 AM in the District conference room.

Action Items

1.                  Receive Minutes of June 29, 2009 Committee Meeting

On a motion by Director Doyle and second by Director Edwards, the minutes were received unanimously on a vote of 3 – 0.

 

Discussion Items

2.         Update on Progress of Development of an MOU with Monterey Regional Water Pollution Control Agency on Water Supply Planning

            General Manager Fuerst reported that an MOA was executed with the Monterey Regional Water Pollution Control Agency (MRWPCA) on general cooperation regarding water supply planning.  The MOA specified that an MOU would be developed that could include cooperation on financing the Groundwater Replenishment Program (GRP).   The agencies have not focused on development the MOU.  Mr. Fuerst stated that there is no urgent need to develop the MOU because the GRP is scheduled to be developed as part of Phase 2 of the Regional Water Supply Project.   Brad Hageman of the MRWPCA agreed with Mr. Fuerst’s assessment of the situation.  Mr. Fuerst noted that the District is monitoring development of MOUs between agencies cooperating on planning for the proposed Regional Water Supply Project (see item 4).   

 

3.         Update on Progress on Development of an MOA with Marina Coast Water District on Water Supply Planning and Funding

            General Manager Fuerst reported that a draft MOA was transmitted to the Marina Coast Water District (MCWD).  There has been no formal response, but MCWD staff has advised Mr. Fuerst that the MOA is under review by MCWD Counsel.  The committee directed that Mr. Fuerst and Director Brower schedule a meeting with Supervisor Lou Calcagno to discuss water supply project planning.

 

4.         Update on Response from Monterey Regional Water Pollution Control Agency to MPWMD Request to Participate in the Leadership/Management Framework for Development of the Regional Water Supply Project

            Mr. Fuerst reported that the District received a letter from the MRWPCA dated June 2, 2009, asking that he attend a joint meeting of managers from the MCWD, MRWPCA and Monterey County Water Resources Agency to discuss the District’s request for inclusion in the planning process. The meeting has not been scheduled.  The District will share in funding three meetings of the Water for Monterey County Coalition, as the MPWMD Board did approve an expenditure of $3,500 for that purpose.

 

5.         Update on Status of Hybrid Water Supply Project Proposal

            The committee agreed to take no action on investigations into the Hybrid Water Supply Project until the Public Utilities Commission makes a determination as to whether or not it should be considered as an alternative in the EIR on the Coastal Water Project.  However, the District will continue to develop components of the Hybrid Water Supply Project, such as ASR.

 

6.         Update on Status of San Clemente Dam Removal/Reroute Proposal

            General Manager Fuerst participated in a meeting on July 6, 2009 with Representative Sam Farr, Assemblyman Bill Monning, State Secretary for Resources Mike Chrisman, Curtis Weeks (MCWRA) David Potter and Public Utilities Commissioner John Bohn.   Also present were representatives from the Coastal Conservancy, the Bureau of Safety of Dams, and NOAA Fisheries.  Cal Am was asked to make a new commitment to development of the proposed reroute project, and to fund a study that would analyze the level of liability that project developers would be responsible for, if the project should fail.  Cal Am was asked to make a decision within 30 days.  The committee referred this topic to the Legislative Advocacy Committee, to determine if lobbying efforts would be effective in resolving this issue.

 

7.         Progress Report on 95-10 Desalination Project

            General Manager Fuerst reported that a delay occurred in commencement of hydrologic field investigations in the coastal area of the Fort Ord Dunes State Park to determine the feasibility of developing feedwater extraction sites for the District’s proposed 95-10 Project.  The consultant will not begin the work until September 2009, due to a previous commitment to complete a project for the Seaside Basin Watermaster. 

 

8.         Progress Report on Aquifer Storage and Recovery Project

            General Manager Fuerst reported that he and Water Resources Manager Joe Oliver will be meeting with Del Rey Oaks Mayor, Joe Russell, to assist in resolution of the impasse between the City and Cal Am over installation of one-quarter mile of distribution pipe through the city.   Cal-Am must install the pipeline in order to complete construction of infrastructure that will enable full-scale injection volume of 3,000 gallons per minute from the ASR project.
