SUMMARY:  The General Manager met with members of the General Staff Bargaining Unit, representing themselves, in July and August 2009, regarding wages, hours, working conditions and other terms of employment. These negotiations have resulted in the agreement that is included as Exhibit 3-A.

 

Agreement Issues: Most articles in the current Memorandum of Understanding (MOU) have not changed. The revisions to the Memorandum of Understanding, summarized below, are the same as those recently approved for both the General and Management Staff Units, unless specified.

 

1)      Article 29, Term of Agreement – 2 Year Contract from July 1, 2009 - June 30, 2011.

 

2)      Article15, Salary Tables:  No COLA effective 07/01/09 and 2.0 % COLA effective 07/01/10.

 

3)      Article 11, Vacation: To increase vacation accrual for employees with 15+ years of service from 20 to 22 days per year.

 

4)      Article 14, Holidays: “The California Admission Day Holiday and Columbus Day Holiday, will be eliminated, with the District remaining open on these days. Regular employees will be given two floating holidays in their place. Floating holidays will be defined as entire days off, with up to eight hours paid time.  Use of floating holidays will be subject to prior approval by the employee's supervisor. They will be granted after consideration of operational needs, in the same manner as vacation time. Floating holidays will be allotted each fiscal year, and must be used during the fiscal year or be lost.”

 

5)      Confidential Unit

 

Article 7, Health and Welfare Benefits – No change to District Premium Contributions Retiree Medical Insurance – Addition of the italicized language.

 

“Retirees eligible for Medicare through current or prior employment or the military, must enroll in a Medicare supplemental plan. To be eligible for paid retiree medical from the District, the retiree must not be entitled to receive equivalent health care through current or prior employment or the military.”

 

RECOMMENDATION:  Approve by motion a new Memorandum of Understanding (MOU) between the Monterey Peninsula Water Management District and the Confidential Staff Bargaining Unit, (Exhibit 3-A) and authorize the General Manager to sign this labor agreement.

 

IMPACT ON STAFF RESOURCES: The cost for FY 2009-2010 will be $495, or 0.14% of total compensation.  The cost for FY 2010-2011 will be $7,332 or 2.15% of total compensation.  The total cost over the course of the 2-year agreement period will be $7,827.
