SUMMARY:  On September 19, 2008, District staff notified California American Water that District staff had determined that the physical supplies that serve CAW’s Ryan Ranch Water Distribution System did not appear to be sufficient to support the System Capacity that was specified for the Ryan Ranch system in 1989.  On January 21, 2009, the District Board held an administrative hearing to determine if the System Capacity (production) and/or Expansion Capacity (connection) limits for CAW’s Ryan Ranch system should be modified.  The hearing was continued to February 18, 2009.  At the end of the February 18, 2009 meeting, the hearing was closed and a briefing schedule was provided. Specifically, the parties were given four weeks until March 18, 2009, to submit opening briefs and two weeks until April 1, 2009, to submit closing briefs.  Based on this timeline, District Counsel recommended that the Board schedule a special meeting in April 2009 to present its findings and determination, if any, regarding modifications to the System Limits for CAW Ryan Ranch system.

RECOMMENDATION:  Board members should bring their calendars to the meeting so that a date for a special meeting in April 2009 can be selected.
