Exhibits 31-A and 31-B shows the water supply status for the Monterey Peninsula Water Resource System (MPWRS) as of December 1, 2008 and January 1, 2009, respectively.  This system includes the surface water resources in the Carmel River Basin and the ground water resources in the Carmel Valley Alluvial Aquifer and Seaside Groundwater Basin.  Exhibits 31-A and B focus on four factors: rainfall, runoff, storage, and steelhead.  The report is limited to the water year that began October 1, 2008 and will end September 30, 2009 (WY 2009).  The rainfall and streamflow values are based on measurements recorded in the upper Carmel River Basin at San Clemente Dam.  This site was selected because of its location above storage facilities and the availability of long-term rainfall and runoff records.

           

Water Supply Status:  As shown in Exhibit 31-A, rainfall during WY 2009 through November 2008 totaled 2.2 inches, which is 79% of the long-term average.  Runoff during WY 2009 through November totaled 830 acre-feet (AF), which is 46% of average.  Usable storage, which includes surface and groundwater, was 25,800 AF or 95% of average at the end of November.  This storage equates to 69% of system capacity.  In addition, no adult steelhead were counted in the fish ladder at San Clemente Dam and no juvenile steelhead were rescued from drying reaches of the Carmel River mainstem by District staff in WY 2009 through November. 

 

As shown in Exhibit 31-B, rainfall during WY 2009 through December 2008 totaled 4.5 inches, which is 66% of the long-term average.  Runoff during WY 2009 through December totaled 1,950 acre-feet (AF), which is 28% of average.  Usable storage, which includes surface and groundwater, was 26,390 AF or 92% of average at the end of December.  This storage equates to 70% of system capacity.  In addition, no adult steelhead have been counted in the fish ladder at San Clemente Dam and no juvenile steelhead have been rescued from drying reaches of the Carmel River mainstem by District staff in WY 2009 through December. 

 

Production Compliance:  Under State Water Resources Control Board (SWRCB) Order No. WR 95-10, California American Water (CAW) is allowed to produce 11,285 AF of water from the Carmel River in WY 2009, unless modified by the SWRCB.  In addition, under the Seaside Basin Decision, CAW is allowed to produce 3,504 AF of water from the Coastal Subareas and 345 AF from the Laguna Seca Subarea of the Seaside Groundwater Basin in WY 2009, unless modified by the Seaside Basin Watermaster.  Altogether, CAW is currently allowed to produce 14,789 AF from Carmel River and Seaside Coastal sources for customers in its main Monterey system and 345 AF from the Laguna Seca Subarea for customers in its Laguna Seca subsystems, i.e., Ryan Ranch, Hidden Hills, and Bishop Systems. 

 

For WY 2009 through November 2008, CAW diverted 2,295 AF from the Carmel River and Seaside basins for customer use.  This water production is 163 AF or approximately 6.6% less than the target specified for CAW’s production from the Monterey Peninsula Water Resource System (MPWRS) for  WY 2009 to date.

 

For WY 2009 through December 2008, CAW has diverted 3,183 AF from the Carmel River and Seaside basins for customer use.  This water production is 269 AF or approximately 7.8% less than the target specified for CAW’s production from the MPWRS for  WY 2009 to date. 

 

A monthly breakdown of CAW’s production from the Carmel River and the Seaside Groundwater Basins for WY 2009 to date is included as Exhibit 31-C. CAW’s production from the Carmel River Basin is reduced for diversions that are made for injection into the Seaside Basin.  During WY 2009 to date, the District has not injected any water from the Carmel River Basin into the Seaside Groundwater Basin.
