Water Demand Committee of the

Monterey Peninsula Water Management District

October 27, 2008

 

 

Call to Order

The meeting was called to order at 1:00 PM in the conference room of the Monterey Peninsula Water Management District office.

Action Items

1.         Receive Minutes of September 29, 2008Committee Meetings

            On a motion by Director Markey and second by Director Doyle, the minutes were received unanimously on a vote of 2 – 0.  Director Brower was absent.  

 

2.         Develop Recommendation to the Board Regarding First Reading of Ordinance No. 137 – Amend Regulation XV, Expanded Water Conservation and Standby Rationing Plan

Director Markey offered a motion to recommend that Ordinance No. 137 be submitted for first reading on November 17, 2008, and that the Board approve the draft ordinance with clarifications discussed at the committee meeting and any changes staff considers appropriate, based on input from the Policy and Technical Advisory committees.   The motion was approved on a vote of 2 – 0.  Director Brower was absent.

 

District staff reviewed the ordinance with the committee.  Staff was directed to make the following changes to the ordinance.  (1) Delete Finding 4.  (2) Rule 161, items A and B, remove the words “The” and “Water Distribution System.”  (3) Rule 161, item D will be amended to specify that by December 1 of each year CAW must contact customers that are required to complete water audits. (4) Rule 164.C.5., delete the word “The” and replace with the word “A.”  The word “trigger” in this section may also be revised.  (5) Rule 164.F, shall be revised to state “Water waste and non essential water use shall be enforced as required in Regulation XI.”  Similar language will be incorporated into all stages of the ordinance.  (6) During the discussion, Lloyd Lowrey of Noland, Hamerly, Etienne and Hoss, representing the Hidden Hills Homeowners Association, asked for clarification of several sections of the ordinance and suggested the text be modified.  The committee requested that he submit alternate language for section 166.B.2. that could be inserted if District Counsel determined it to be appropriate.

 

3.         Set Future Meeting Date

            The meeting was tentatively set for December 11 or December 12, 2008 at 1:30 PM.  The date would be finalized after conferring with committee member Brower. 

 

            Director Markey asked staff to contact the Technical Advisory Committee members and request information about the jurisdictions’ regulations concerning greywater systems and cisterns.   Research should also be done to determine what areas allow greywater for outdoor irrigation, and document their regulations.
