SUMMARY:   District staff has been coordinating its 2008 water conservation efforts and use of conservation surcharge funds with California American Water (CAW) staff.  As the end of calendar year 2008 approaches, District staff has identified a need to purchase educational materials that can be provided to the public at the District and CAW offices and at community outreach events.  The District has not purchased water conservation print materials for some time, and there has been a recent increase in requests for information and conservation handouts.  Staff is currently researching the most appropriate print and video materials, and would like to purchase a variety of informational books, booklets, and handouts related to cisterns, greywater irrigation systems, general home and business water conservation, new technologies available, Consumer Reports test results, as well as conservation materials targeted to children. 

 

Staff is seeking authorization to purchase conservation materials in an amount not to exceed $10,000.  The District has funding to purchase these materials from the conservation surcharge approved in CAW’s 2005 general rate case.  The conservation surcharge is based on a calendar year, with unused funds unavailable after the end of the year. 

 

RECOMMENDATION: Staff recommends that the Administrative Committee support this item with a recommendation that the Board authorize expenditure of budgeted funds for water conservation educational materials. 

 

IMPACT TO STAFF/RESOURCES:  Funding is available through reimbursement by CAW through the conservation surcharge approved by the California Public Utilities Commission (CPUC) as Special Request 7 (SR7) as part of the 2005 General Rate Case proceedings (Decision 06-11-050).
