CARMEL RIVER ADVISORY COMMITTEE

1.         CALL TO ORDER/ROLL CALL

 

MEMBERS PRESENT:   John Dalessio, Vince Frumkin, Larry Levine, Susan Rogers, Richard H. Rosenthal, Clive Sanders

MEMBERS ABSENT:     Tom House

PUBLIC PRESENT:        Darby Worth, Margaret Robbins, Marjorie Ingram Viales, George Riley (representing Citizens for Public Water)

1.a.      Introduction of Committee Member Vincent Frumkin – John Dalessio introduced Mr. Frumkin, who said he lived on Selfridge Road (off Scarlett Road), grew up in Carmel Valley and was familiar with the Carmel River.

 

2.                  PUBLIC COMMENT – George Riley provided a one-page brochure describing Citizen’s for Public Water (CPW), which was organized in support of Measure W (placed on the ballot in November 2005 to consider paying for a study of the cost and process for publicly acquiring the California American Water system that supplies water to a majority of users on the Monterey Peninsula and in Carmel Valley).  Mr. Riley briefly described some of the meetings being held around the region to discuss water issues, including meetings sponsored by the Regional Plenary Oversight Group (investigating regional urban water supply solutions), the State Water Resources Control Board (concerning a proposed Draft Cease and Desist Order against California American Water for water extraction from Carmel Valley), and California American Water (rate change information).  Mr. Riley stated that the critical issue for water supply is to fast track a solution and that construction of a desalination plant would be the quickest solution.

 

Darby Worth said she had started a group similar to CPW called Sustainable Carmel Valley, which is centered at mid-Carmel Valley but includes representatives from the entire Carmel Valley.  CPW showed a film entitled “Thirst” at Community Church of the Monterey Peninsula on March 28, 2008.

 

Richard Rosenthal announced that the Monterey College of Law was to present a symposium and workshop on the California Environmental Quality Act on April 5, 2008.  The event was to be sponsored by the Planning and Conservation League Foundation.

 

3.                  CONSENT CALENDARLarry Levine made a motion to approve the minutes from the December 6, 2007 Regular Meeting.  Clive Sanders seconded.  The motion was approved unanimously.

 

 

4.                  UPDATE AND DISCUSSION ON CARMEL RIVER WATERSHED CONSERVANCY (CRWC) ACTIVITIES - Sanders reported on a presentation sponsored by CRWC on February 28, 2008 by Paula Landis (Department of Water Resources) and Trish Chapman (California Coastal Conservancy) concerning the San Clemente Dam Seismic Safety Project and the status of the Reroute Option.  Mr. Sanders also described efforts to secure funding to move forward with studies for a long term management plan of the Carmel River lagoon.  CRWC would like to fund a portion of the studies and is looking for partners.  Mr. Sanders said he had attended meetings of the REPOG concerning water supply solutions and said he believes there is a potential for California American Water (CAW) to cease all diversions from the Carmel River.  Andy Bell noted that there are several pumpers in Carmel Valley in addition to CAW.

 

Mr. Dalessio asked if the Committee should be represented at REPOG meetings.

 

Andy Bell described the format of REPOG and said anyone can go to the meetings.  Mr. Bell offered to send contact information for REPOG to the CRAC members.  In response to a question from an unidentified committee member concerning a back-up supply system to desalination, Mr. Bell responded that it would be possible to retain the existing CAW well system in Carmel Valley.

 

5.                  DISCUSS RANCHO CAÑADA VILLAGE SPECIFIC PLAN DRAFT ENVIRONMENTAL IMPACT REPORT – Larry Levine described that representatives of Community Services Area (CSA) 50 met with Balance Hydrologics (a hydraulic and hydrologic consulting firm) and Tom Moss, the Monterey County Water Resources Agency floodplain manager in Carmel Valley, to discuss potential effects of the project on flooding at the west end of the property.  Mr. Levine said that the plan included possible improvements in flood control to protect downstream properties.

 

Mr. Dalessio stated that the Draft Environmental Impact Report does not comply with the Carmel Valley Master Plan.  He said that the project does not account properly for increased runoff.

 

Larry Hampson stated that MPWMD staff had concerns about potential impacts to bank stability and loss of riparian habitat from several new storm drain outfalls proposed along the Carmel River.

 

Committee members asked for an update on the project at the next committee meeting. [Note: subsequently, in early April 2008, Alan Williams, the project proponent representative, announced that the Draft EIR would be rewritten and recirculated in order to address several issues.]

 

6.                   PRESENTATION ON SAN CLEMENTE DAM SEISMIC SAFETY PROJECT ENVIRONMENTAL IMPACT REPORT/ENVIRONMENTAL IMPACT STATEMENT – Larry Hampson gave a short presentation on the proposed Reroute Option to remove San Clemente Dam,  route the man stem through San Clemente Creek, and stabilize the existing main stem reservoir sediments in place.

 

7.                  REPORT ON REGIONAL DESALINATION PROJECTS – Mr. Bell gave an oral report on regional desalination.  There were no comments by the Committee under this item.

 

8.                  STAFF REPORTS – Mr. Bell noted that REPOG had been started by the Division of Ratepayer Advocates (DRA).  [Note from the DRA home page: “The … DRA of the California Public Utilities Commission (CPUC) is mandated by state law to represent and advocate on behalf of public utility customers to obtain the lowest possible rates consistent with reliable and safe service levels.”].  Other staff reports were carried over to the next meeting.

 

9.                  ITEMS TO BE PLACED ON FUTURE AGENDAS

 

Committee members requested that the following items be placed on a future agenda:

 

a.                   Update on regional desalination projects and REPOG proposals.

b.                  Presentation on scour along the Carmel River
