SUMMARY:  District staff is proposing amendments to District Rule 24, Table 1: Residential Fixture Unit Count Values and District Rule 25.5, Table 4:  Ultra-Low Consumption Appliance Credits to reflect the fixture unit value for High Efficiency Toilets (HETs).  The addition of the High Efficiency Toilet category replaces categories for 1.0 gallons-per-flush (gpf) and dual flush toilets on both tables. One gallon flush toilets and dual flush toilets both had fixture unit values of 1.3—the same fixture unit value proposed for HETs.

 

Designed for water conservation, high efficiency toilets (HETs) have been defined by the plumbing industry and the Environmental Protection Agency (EPA) as those that use an average of 20 percent less water per flush than the industry standard of 1.6 gallons (or, 1.28 gallons).  HETs can be dual-flush toilets (i.e. offering a selection of a light or a full flush), gravity flush, pressure assist, or power assist toilets.  District Rule 141, Water Conservation Rebates, lists High Efficiency Toilets as a qualifying device.  The addition of a fixture unit value for HETs is consistent with the District’s efforts to support water conservation through “hard” retrofits. 

 

Staff has assigned a fixture unit value of 1.3 for HETs:  This value is 25% less than the ULF fixture unit value of 1.7 and reflects the water savings of installing a HET over a ULF toilet.  Resolution 2008-02 (Exhibit 5-A) amends Table 1: Residential Fixture Unit Count Values, and Resolution 2008-03 (Exhibit 5-B) amends Table 4: Ultra-Low Consumption Appliance Credits.  Staff supports these amendments to ensure consistency in the application of the District’s Rules and Regulations.  These changes may be made by Board resolution pursuant to District Rule 24-A.1.b Residential Calculation of Water Use Capacity and District Rule 25.5.4.b. Water Use Credits and On-Site Water Credits.   

 

RECOMMENDATION:  District staff recommends approval of Resolution 2008-02, A Resolution of the Board of Directors of the Monterey Peninsula Water Management District Amending, Table 1: Residential Fixture Unit Count Values; and Resolution 2008-03, A Resolution of the Board of Directors of the Monterey Peninsula Water Management District Amending, Table 4: Ultra-Low Consumption Appliance Credits.  These changes will replace the unit value of 1.3 of dual-flush toilets and 1.0 gpf toilets with a fixture unit value of 1.3 for HETs.  This item will be approved if adopted along with the Consent Calendar at the February 28, 2008 Board meeting.
