Exhibit 27-A shows the water supply status for the Monterey Peninsula Water Resources System (MPWRS) as of February 1, 2007.  This system includes the surface water resources in the Carmel River Basin, the ground water resources in the Carmel Valley Alluvial Aquifer, and Seaside Coastal Groundwater Subareas.  Exhibit 27-A focuses on four factors: rainfall, runoff, storage, and steelhead.  The report is limited to the water year that began October 1, 2006 and will end September 30, 2007 (WY 2007).  The rainfall and streamflow values are based on measurements recorded in the upper Carmel River Basin at San Clemente Dam.  This site was selected because of its location above storage facilities and the availability of long-term rainfall and runoff records.

        

Water Supply Status:  As shown, rainfall during WY 2007 to date has totaled 5.4 inches, which is 48% of the long-term average.  Runoff during WY 2007 to date has totaled 3,870 acre-feet (AF), which is 19% of average.  Usable storage, which includes surface and ground water, was *30,500 AF or 101% of average at the end of January.  This storage equates to 81% of system capacity.  In addition, no adult steelhead have been counted in the fish ladder at San Clemente Dam in WY 2007 to date.  Similarly, no juvenile steelhead have been rescued from drying reaches of the Carmel River mainstem by District staff.  No steelhead rescues have been made by Carmel River Steelhead Association (CRSA) volunteers in WY 2007 to date.

 

Production Compliance:  Under State Water Resources Control Board (SWRCB) Order No. WR 95-10, California American Water (CAW) is allowed to produce no more than 11,285 AF of water from the Carmel River in WY 2007.  In addition, under the current District water supply budget, Cal-Am is projected to produce up to 1,200 AF of water from the coastal subareas of the Seaside Groundwater Basin during the first four months of Water Year 2007.  This limit is consistent with the allocation of 3,504 AF of extractions from the coastal subareas specified for Cal-Am in the Seaside adjudication for WY 2007.  For WY 2007 to date, CAW has diverted 4,152 AF from the Carmel River and Seaside basins for customer use.  This water production is 144 AF or approximately 3.4% less than the target system production specified for WY 2007 to date.  A monthly breakdown of CAW’s production from the Carmel River and the coastal subareas of the Seaside Groundwater Basin for WY 2007 to date is included as Exhibit 27-B.  CAW’s production from the Carmel River Basin is reduced for diversions that were made for injection into the Seaside Basin.  During WY 2007 to date, the District has not injected any water into the coastal portion of the Seaside Groundwater Basin and no reductions have been made.
