MINUTES

Team Safety Meeting

May 26, 2006

 

-  The meeting was called to order at 3:10 pm in the 5 Harris Court Conference Room -

                               

MEMBERS PRESENT:       Thomas Christensen, Rick Dickhaut, Darby Fuerst, Debby Martin, Cynthia Schmidlin

 

I.              TOPICS OF DISCUSSION 

               

                OLD BUSINESS         

 

5 Harris Court Inspection Follow-up:  Team Safety discussed the status of remedial action in response to the memos sent to Division Managers outlining safety hazards found during inspection of the Main Office.  Virtually all of the hazards cited have been removed.  However, there are still issues of improper storage and housekeeping that remain unresolved.  Boxes of file folders from the Seaside Adjudication Case remain lined up against the wall of the back hall, outside of the Water Demand Division.  Also, the boxes of files stacked on top of file cabinets and on the floor of the File Room in the Planning and Engineering area have not been removed. 

 

These are not critical safety issues.  However they pose hazards that can and should be avoided.  Team Safety members agreed that only the General Manager has the authority to mandate immediate action after these hazards have been noted.  However, it is hoped that these issues will be addressed, as promised within the next few weeks.

 

NEW BUSINESS 

 

A.      Safety Suggestion:  Team Safety received a report that there is an unsafe condition regarding access to the roof at 5 Harris Court.  There is no full restraint device available for personnel to access the roof via the service ladder on the outside of the building.  Air conditioning maintenance company staff perform monthly servicing on the District’s roof unit.  Team members decided that the company should be contacted to determine whether its employees use their own safety restraints when accessing the roof, and if other clients provide that equipment for them.  In either case, they should be able to advise us as to the type of restraint that may be required, which the District would consider purchasing.  The circumstances under which District staff would be required to access the roof are very limited. However, this issue needs to be examined.

 

B.       Rotation of Team Members: Debbie Martin and Thomas Christensen will be rotating their membership on Team Safety, after over 5 years.  Michael Boles will represent the Water Demand Division and Matt Lyons will be the new Planning and Engineering member.

 

C.       Upcoming Training:  Team safety reviewed the past and upcoming monthly training subjects for 2006.  Darby Fuerst suggested that the topic of “Wildfires” be addressed.  Darby noted that this upcoming fire season was predicted to be particularly dry and hazardous.  Cynthia will research the subject and develop a PowerPoint presentation for staff later this year.

The next Team Safety Meeting is scheduled for Friday, August 25th at 10:30 am, following Staff Meeting.
