Action Items

1.                  Receive Minutes of February 7, 2006 Technical Advisory Committee

On a motion by Mr. Langford and second by Mr. Rick, the minutes were received unanimously.

 

Discussion Items

2.                  Discuss Conceptual Ordinance No. 124 – Clarifying Rules Related to Water Permits and Credits

Mr. Mulholland made a motion that was seconded by Mr. Langford to submit proposed Ordinance No. 124 to the District’s Water Demand Committee for consideration.  The motion was approved unanimously.

 

 

Comments by Technical Advisory Committee Members

3.                  Oral Report from Doug Ricks re International Association of Plumbing and Mechanical Officials Determination Regarding Waterless Urinals

Mr. Rick reported that the International Association of Plumbing and Mechanical Officials (IAPMO) upheld its decision that the Uniform Plumbing Code include a prohibition on the installation of waterless urinals.  The IAPMO reasoned that the performance standard for urinals is that they be washed with water after each use.  The proposed rule IAPMO denied would have required that urinals supplied with water be washed with water.  Some jurisdictions have allowed the installation of waterless urinals because building codes do allow the use of alternate methods if they meet local requirements. A jurisdiction must document this finding in writing.   The IAPMO is working with the International Code Council (ICC) on development of a new body of codes. Mr. Rick did not know if the ICC supports installation of waterless urinals.  By 2007 or 2008 the State of California will be subject to the International Building Code, the Uniform Plumbing Code and Uniform Mechanical Code. 

 

Ms. Ingersoll asked how this determination will affect the installation of waterless urinals within the District in the future. Ms. Pintar said that she would like to review the letters building officials have written that outline their justification for utilizing an alternative method such as waterless urinals.
