RESOLUTION NO. 2006 – 01

 

Resolution of the Board of Directors

of the Monterey Peninsula Water Management District

Expressing Appreciation to David H. Dettman

 

 

                        WHEREAS, Dave Dettman has been a full-time employee at the District since July 1989 and currently serves as the District’s Senior Fisheries Biologist.

 

                        WHEREAS, Dave Dettman also served as a consultant to the District on water supply projects and fisheries management issues dating back to 1982.

 

                        WHEREAS, Dave Dettman will be retiring in July 2006, after a period of service spanning 24 years, the last 17 years of which he served as a full-time employee for the District.

 

                        WHEREAS, Dave Dettman has passionately pursued protection of the federally protected steelhead fish and its habitat in the Carmel River through rigorous scientific investigation and as well as practical hands-on action.

 

WHEREAS, Dave Dettman's extensive scientific investigations form a principal foundation of knowledge about the Carmel River steelhead population and the potential effects of various water supply projects to this fishery.

 

 WHEREAS, Dave Dettman since 1990 has overseen the District’s successful program of counting adult steelhead returning to spawning grounds above San Clemente Dam.

 

WHEREAS, Dave Dettman led the fishery effort for the District’s Water Allocation EIR Mitigation Program, which has resulted in substantial improvements to the fishery resource in the 15 years since that program was established.

 

WHEREAS, Dave Dettman was personally responsible for and/or supervised the rescue of over 233,000 steelhead from drying reaches of the Carmel River, fish that would otherwise have perished.

 

WHEREAS, Dave Dettman was the primary catalyst behind the design, construction, and operation of the award-winning Sleepy Hollow Steelhead Rearing Facility (SHSRF) in the upper reach of the Carmel River, a unique and highly-specialized facility that mimics rearing conditions in a natural stream.

 

WHEREAS, Dave Dettman has repeatedly devised creative, cost-effective solutions to overcome predator problems encountered at this unique facility, ranging from marauding merganser ducks to raiding raccoons that have attacked the steelhead fry.

 

WHEREAS, Dave Dettman has been instrumental in developing practical operational modifications to address water supply reliability, water temperature and disease control issues that have been encountered during normal SHSRF operations.  These modifications have led to achievement of survival rates that exceed rearing estimates in the wild.

 

WHEREAS, Dave Dettman’s problem-solving style and techniques have not been limited to the Carmel River fisheries programs and have been to the direct benefit of other District programs and to the employees in charge of these programs, earning Dave Dettman the honorary “jack-of-all-trades” award many times over.

 

                        WHEREAS, Dave Dettman has spent countless hours on evenings, nights and weekends while tirelessly pursuing his duties at the District.

 

WHEREAS, Dave Dettman’s energy, enthusiasm, commitment, knowledge and expertise will be sorely missed.

 

 

                        NOW THEREFORE, BE IT RESOLVED, that the Board of Directors of the Monterey Peninsula Water Management District hereby expresses appreciation to Dave Dettman for his notable contributions to the District over the course of his work both as a consultant and full-time employee over the course of the last 24 years.

 

                                    On motion of Director _____________ and seconded by Director _______________, the foregoing resolution is duly adopted this 22nd day of June 2006 by the following votes:
