EXHIBIT 14-A

 

            PROPOSED CHARGE TO THE MPWMD WATER SUPPPLY COMMITTEE

                                                                             

1.         Primary Function

 

The Water Supply Committee (WSC) is an MPWMD Board committee that provides feedback and guidance to the MPWMD staff, and recommendations to the District Board of Directors, on policy matters related to water supply issues, including alternative water supply projects.  Specifically, the WSC provides guidance and recommendations on desired water supply project capacity; comparison of alternative water supply projects; MPWMD support for designated project(s), including regional supply projects; scope and budget for MPWMD water supply studies for subjects typically not covered by other Board committees; and water supply-related agreements/contracts/ordinances not already covered by another committee.

 

2.               Process

 

The WSC meets as needed to review and consider proposed new policies or policy changes related to water supply issues as well as assist in the review of factual information comparing water supply alternatives.  All WSC meetings ordinarily are noticed and open to the public by Board policy; however, this committee is not considered to be a “legislative body” as defined by the Ralph M. Brown Act.

 

3.         Composition and Structure

 

a)         The WSC is comprised of three appointed Board members with at least one alternate. The members of the WSC and its chair shall be appointed by the Board Chair and approved by the Board, typically for the calendar year.

 

b)               A quorum of two (2) WSC members shall be required for an official meeting to be conducted.  Action may be taken by majority vote of those WSC members present. 

 

c)               The MPWMD General Manager or other designated staff member shall provide support as appropriate.

 

4.         Responsibilities of the Committee

 

a)         To meet as required at the request of the District Board of Directors or by the General Manager.

 

b)         To provide advice to MPWMD staff and recommendations to the District Board of Directors and on all matters related to water supply issues, not assigned to other Board committees.

 

c)               To undertake other tasks as designated by the District Board Chairperson
